A build that I personally am VERY fond of, because it's fun more than anything is a death magic necro.

Something like that, can't remember the points and what not but in that order of attributes. Basically what I did was I loaded on deathly swarm---my main damage spell as of right now, death nova, putrid explosion and other such things are really useful in PvE, REALLY useful. In fact at lvl 13 a few days ago I went and completed Althea's Ashes with some henchmen, BUT the henchmen were so weak they died way before the end temple with the mass amounts of charr. I ended up killing every single Charr at the pyramid/temple place without dying, via using deathly swarm/defile flesh (or whatever it's called) to just take 'em out one by one, they died in a few hits of it, and from that you just spawn undead minions after undead minions. I use my mesmer half ONLY for inspiration magic, currently have equipped Energy Tap and Ether Feast, health when I need it and energy if I ever get low (I intend to replace energy tap with energy drain later on), this way it's just mixtures of minions/putrid explosion and what not, and I did that all throughout the temple using soul feast for health (which pretty much gave me full health), whenever I was low on that. Anyways I cleared out the temple by pulling groups of about five, and using the bone minions as meatshields I grabbed them ashes without dying.
Now I wouldn't have been able to accomplish this had I done the mission when I first got it, but I waited until I was a ways into Kryta before I went back and did it, I figured the 2000 xp was worht more to my lvl 13 than it was to my lvl 9.
I really like the death magic build, energy is readily available, I rarely if ever run out at all.
The only problem is trying to take on bosses and deal a lot of damage, you just keep healing/damaging what you can, but so do they, and you never really beat 'em. A death necro I find is best used as a support character, but it can really turn the tide of the battle in PvE.
For PvP--this build is just fair, you can deal damage and poison the lot, and steal all the energy you'll ever need. You do alright here, but the real fun is when you get a dead body, from one dead body can spawn the winning factor of your team. I remember in one fight a day or two ago I killed some guys pet, and then ran off and got into a bit of trouble...nearly died, then used necrotic transversal (I think that's what it's called), teleported out away from him to safety where I sucked back from health from afar, then he got murdered by our warrior, and his body made well for a bone horror, which occupied an elementist low on health while we could concentrate on other things.
Not a demolishing build by any means, but it's more fun than anything.
